Key Responsibilities

1. Technical review & solution definition:

Activities involving understanding requirements and defining the technical approach for both greenfield and brownfield projects:

· Review technical documentation, customer's standards, requirement and clarify open points with LND US Lead Engineer and customer

· Ensure accuracy and completeness of technical deliverables.

· Follow QA/QC processes and standards defined by LND VN Engineering.

2. Engineering Design & Documentation:

Activities related to creating, verifying and maintaining design outputs:

· Create Electrical diagrams and provide project BOM based on customer specifica-tions, standards, and requirement.

· Coordinate with LND US Designers to present design deliverables and integrate feed-back throughout all design milestones (15%, 30%, 60%, and 100%).

· Ensure good communication to the Project Team & Lead Engineer regarding tech-nical decisions and strategy of the project

3. Risk & Opportunity management, Change management, Alert:

· Master the technical risks & opportunities of the project.

· Conduct change management with the Engineering Director & Project Manager

· Work closely with Project Manager to present and negotiate major changes implica-tions for LND Technical Service until getting a variation order.

· Alert Project Manager and Management of any issue that could affect the project performance or customer satisfaction.

4. Customer interactions:

· Lead technical strategy in line with customer.

· Take the proper technical decision to ensure project interest and customer satisfac-tion.

· Act as the key and trusty contact person for all technical topics related to the Power System Design Project.

5. Quality process, Methods, Tools:

· Be accountable that project is following LNDTS processes

6. Continuous Improvement & Method Development:

Activities improving processes, tools and workflows:

· Drive continuous improvement initiatives to enhance LNDTS’s Design Standards, ensur-ing compliance with industry’s best practices and key customer standards.

· Foster effective communication and knowledge sharing with LNDTS Management and LND VN team members to capture technical challenges, lessons learned, and opportunities for organizational learning and process refinement.

Qualifications and Skills

Required:

· Minimum bachelor’s degree in electrical system engineering

· Fluent English (minimum TOEIC score is 700 points or other equivalent certs)

· 5+ years in leading full technical scope of projects, working in one or several seg-ments: Power Transmission, Power Distribution, Substation Design, Renewable Ener-gies.

· 03+ years in leading full technical scope of large & international customer projects.

· Ability to think out of the box and take decisions in complex and risky context.

· Ability to communicate (written, verbal) clearly in concise and synthetic manner on complex technical strategy.

· Ability to lead with agility in a complex & matrix environment.

· Ability to convince stakeholders on the proper project technical strategy

· Ability to learn from others, share her/his knowledge, coach others and collaborate efficiently.

· Ability to use Design tools such as: Advanced Electrical AutoCAD (2D,3D), EPLAN, REVIT MEP, Bentley Substation, SolidWorks Electrical, MS VISIO…

Preferred:

· Other languages are a plus.

· Technical experience in a Transmission & Distribution market, understanding ANSI, EPRI, NERC CIP is a plus.

· Experience working with Global teams and/or US time zones

Job Summary

We are seeking a highly motivated and experienced Senior Proposal Engineer/Supervisor to lead the development of compelling, technically sound, and commercially competitive proposals. The ideal candidate will combine deep technical expertise in electrical power systems with exceptional writing skills and a strategic mindset. You will be the driving force behind our most critical bids, from initial RFP analysis to final submission, ensuring our proposals clearly articulate our value proposition and secure new business.

Key Responsibilities

• Proposal Leadership: Own and manage the end-to-end proposal development process for complex RFPs, RFQs, and RFIs, ensuring all deadlines and client requirements are met.
• Technical Solution Development: Collaborate with Subject Matter Experts (SMEs), field engineers, and sales teams to design optimal technical solutions. This includes developing scopes of work for services such as:
  • Substation Testing & Commissioning (AIS/GIS)
  • Protective Relay System Testing and Coordination
  • Arc Flash Hazard Analysis and Mitigation Studies
  • NERC PRC Compliance Testing and Programs
  • Preventive Maintenance and Electrical System Upgrades
• Cost Estimation and Quoting: Develop detailed and accurate cost estimates, factoring in labor, equipment, materials, and subcontractor costs to ensure proposals are both competitive and profitable.
• Technical Writing: Craft clear, persuasive, and compliant proposal content. You will be responsible for writing key sections, including executive summaries, technical approaches, project timelines, and safety plans.
• Risk Assessment: Identify and assess potential technical, commercial, and execution risks associated with a proposal and develop mitigation strategies.
• Mentorship: Provide guidance and support to junior engineers and other members of the proposal team, fostering best practices in proposal development.
• Process Improvement: Contribute to the continuous improvement of our proposal templates, tools, and processes to increase efficiency and win rates.

 

Qualifications and Skills

Required:

• Bachelor of Engineering in Electrical Engineering or a related technical field.
• Good at English – TOEIC 780 (IELTS 6.5)
• 5-7+ years of experience in the electrical power industry, with direct involvement in proposal development, project engineering, or technical sales.
• Strong technical knowledge of medium and high-voltage power systems, including substations, switchgear, transformers, and protective relays.
• Demonstrated ability to interpret technical specifications, scopes of work, and electrical one-line diagrams.
• Exceptional technical writing, editing, and communication skills with a keen attention to detail.
• Proven ability to manage multiple projects simultaneously under tight deadlines.
• Strong computer skills including knowledge of Microsoft Office products, specifically Outlook, SharePoint, Excel, PowerPoint and Word.

Preferred:

• Direct field experience in testing, commissioning, or maintaining electrical power systems from high, medium to low voltage.
• Familiarity with industry standards such as NETA, NFPA 70E, and IEEE.

Knowledge of NERC PRC standards and their testing requirements is a plus.

Qualifications and Skills

Required:

• 2-4+ years of experience in the electrical power industry, preferably in a technical support, field service, or project engineering role.
• Good technical knowledge of medium and high-voltage power system components like transformers, switchgear, and circuit breakers.

Job Summary 

We are seeking a versatile and knowledgeable Technical Consultant to act as a key subject matter expert within our Proposal Department. This role involves analyzing client requests, developing detailed work scopes, and writing the technical content that forms the foundation of our proposals. 

You will be the vital link between the client's technical specifications and our proposal, sales and operations teams, ensuring our bids are accurate, compliant, and clearly communicate our value. 

Key Responsibilities 

• RFP Analysis: Systematically review client Request for Proposals (RFPs), technical specifications, and electrical drawings (one-line diagrams, schematics) to determine the full scope of required services. 

• Scope Development: Define the precise testing, maintenance, or engineering tasks required to meet the client's needs, referencing relevant US standards and regulations (NFPA, ANSI/NETA, IEEE, FERC/NERC). 

• Technical Writing: Author clear, accurate, and persuasive technical narratives, scope-of-work (SOW) summaries, and compliance matrices for inclusion in the final proposal. 

• Estimation Support: Collaborate with the engineering team and the operation team to provide technical input on labor hours, required test equipment, and potential project challenges. 

• Risk Identification: Identify technical risks, ambiguities, or deviations from the client's request and help formulate the necessary assumptions or exceptions. 

• Collaboration: Work closely with the sales team to understand the client's objectives and with the operations/engineering teams to confirm our capabilities and solution. 

 

Qualifications and Skills 

Required: 

• Bachelor of Engineering in Electrical Engineering or a related technical field. 

• Good at English – TOEIC 780 (IELTS 6.5) 

• 3-5+ years of experience in the electrical power system industry, with hands-on field services and engineering services. 

• Technical Expertise: Direct experience in one or more of the following:

• P&C: Testing or troubleshooting protective relays, control systems, and SCADA.

• Able to travel to the US for extended assignments (short-term trips ranging from 4-8 weeks)
• PMP certification or equivalent project management training is a plus.
