Job Summary

We are seeking a highly motivated and experienced Senior Proposal Engineer/Supervisor to lead the development of compelling, technically sound, and commercially competitive proposals. The ideal candidate will combine deep technical expertise in electrical power systems with exceptional writing skills and a strategic mindset. You will be the driving force behind our most critical bids, from initial RFP analysis to final submission, ensuring our proposals clearly articulate our value proposition and secure new business.

Key Responsibilities

  • Proposal Leadership: Own and manage the end-to-end proposal development process for complex RFPs, RFQs, and RFIs, ensuring all deadlines and client requirements are met.
  • Technical Solution Development: Collaborate with Subject Matter Experts (SMEs), field engineers, and sales teams to design optimal technical solutions. This includes developing scopes of work for services such as:
    • Substation Testing & Commissioning (AIS/GIS)
    • Protective Relay System Testing and Coordination
    • Arc Flash Hazard Analysis and Mitigation Studies
    • NERC PRC Compliance Testing and Programs
    • Preventive Maintenance and Electrical System Upgrades
  • Cost Estimation and Quoting: Develop detailed and accurate cost estimates, factoring in labor, equipment, materials, and subcontractor costs to ensure proposals are both competitive and profitable.
  • Technical Writing: Craft clear, persuasive, and compliant proposal content. You will be responsible for writing key sections, including executive summaries, technical approaches, project timelines, and safety plans.
  • Risk Assessment: Identify and assess potential technical, commercial, and execution risks associated with a proposal and develop mitigation strategies.
  • Mentorship: Provide guidance and support to junior engineers and other members of the proposal team, fostering best practices in proposal development.
  • Process Improvement: Contribute to the continuous improvement of our proposal templates, tools, and processes to increase efficiency and win rates.

 

Qualifications and Skills

Required:

  • Bachelor of Engineering in Electrical Engineering or a related technical field.
  • Good at English – TOEIC 780 (IELTS 6.5)
  • 5-7+ years of experience in the electrical power industry, with direct involvement in proposal development, project engineering, or technical sales.
  • Strong technical knowledge of medium and high-voltage power systems, including substations, switchgear, transformers, and protective relays.
  • Demonstrated ability to interpret technical specifications, scopes of work, and electrical one-line diagrams.
  • Exceptional technical writing, editing, and communication skills with a keen attention to detail.
  • Proven ability to manage multiple projects simultaneously under tight deadlines.
  • Strong computer skills including knowledge of Microsoft Office products, specifically Outlook, SharePoint, Excel, PowerPoint and Word.

Preferred:

  • Direct field experience in testing, commissioning, or maintaining electrical power systems from high, medium to low voltage.
  • Familiarity with industry standards such as NETA, NFPA 70E, and IEEE.

Knowledge of NERC PRC standards and their testing requirements is a plus.

Job Summary

We are looking for a detail-oriented and technically minded Proposal Engineer to join our growing team. Key Responsibilities

  • Proposal Development: Execute the proposal process from start to finish by developing specific sections, ensuring accuracy, and meeting submission deadlines.
  • Technical Analysis: Review client RFPs and specifications to understand the technical requirements and assist in developing a compliant and effective scope of work.
  • Cost Estimation: Work with the project sales team and engineering team to gather and compile cost information for labor, materials, and equipment needed for various electrical services, including:
    • Substation & Switchgear Testing
    • Protective Relay System Services
    • Arc Flash Studies
    • General Electrical System Maintenance
  • Technical Writing: Draft clear and concise technical narratives, work plans, safety procedures, and project timelines for inclusion in proposals.
  • Coordination: Liaise with internal subject matter experts (SMEs) to ensure that the proposed solutions are technically sound and accurately described.
  • Documentation: Maintain and organize proposal documents, including technical data, cost sheets, and final submission files.

 

Qualifications and Skills

Required:

  • Bachelor of Engineering in Electrical Engineering or a related technical field.
  • Good at English – TOEIC 680 (IELTS 6.0)
  • 2-4+ years of experience in the electrical power industry, preferably in a technical support, field service, or project engineering role.
  • Good technical knowledge of medium and high-voltage power system components like transformers, switchgear, and circuit breakers.
  • Ability to read and interpret electrical one-line diagrams and technical specifications.
  • Good written and verbal communication skills, with an ability to organize and present technical information.
  • Good organizational skills and the ability to manage tasks for multiple proposals simultaneously.
  • Good computer skills including knowledge of Microsoft office products, specifically Outlook, SharePoint, Excel, PowerPoint and Word

Preferred:

  • Prior experience assisting with quotes, bids, or technical reports.
  • Familiarity with industry standards such as NETA or NFPA 70E.
